Contrary to what I said yesterday, the state Ethics Code does contain a general provision prohibiting a state employee from "us[ing] his public office or position... to obtain financial gain for himself." Moreover, at least as it was described in the Courant, Geno's contract appears to conflict with an advisory opinion previously released by the Ethics Commission.
